Project Overview
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organization which provides services worldwide in the field of international cooperation for sustainable development. GIZ has a record of more than 50 years of cooperation with the Association of the Southeast Asia Nations (ASEAN). GIZ in cooperation with the ASEAN Secretariat is currently preparing the implementation of the project “ASEAN-German Climate Action Programme” (CAP). The objective of this project is to improve cooperation within ASEAN for implementing ambitious climate policies. Three interacting outputs have been defined for achieving the module objective: The aim of Output 1 is to strengthen the institutional and individual capacity of the ASEAN bodies relevant to climate policy. In Output 2, the project will assist ASEAN to enhance its visibility in the international dialogue on climate policy. The activities in Output 3 support ASEAN and its member states to better to align their respective climate policies with one another.
GIZ seeks a qualified Indonesian candidate for one (1) position of:
Monitoring, Reporting & Data Management Specialist
(Job title in SAP: Monitoring & Evaluation Specialist)
Responsibilities
- Setting up and operationalizing results-based monitoring, reporting and evaluation of project activities, outputs, outcomes, and impact
- Collecting and showcasing best practices and lessons learned from the overall interventions of the project
- Collecting and managing project related data for the monitoring and reporting system
- Supporting counterparts in managing climate data
- Support in developing and reviewing data products
Tasks
- Monitoring and Evaluation
- Ensure systematic and regular gathering of data and other information required for monitoring purposes using the most appropriate means and sources,
- Capture the process and results of both regional activities as well as demonstration projects in Indonesia and Vietnam that are linked with climate policies and actions,
- Support in aligning targets and design of project activities to be contributing to the overall project’s outputs, outcomes and impacts indicators,
- Monitor project progress, assess and determine bottlenecks during the implementation of the projects and recommend alternative courses of actions,
- Draft regular monitoring reports and annual project reports to donors and counterparts.
- Project data management
- Collecting project related data for the monitoring and reporting system
- Processing project related data and integrating the data into the monitoring and reporting system.
- Compile and build database with relevant information to for internal and external references.
- Assure data quality and accuracy.
- Climate change data management
- Assessing current data management systems at regional and national level,
- Identifying gaps and needs in data management,
- Defining with partners capacity needs for data management,
- Developing concepts for data use for climate negotiations.
- Other duties / additional tasks
- Subject to discussions with the Principal Advisor/Team lead for the project, the Advisor may be allocated additional tasks and other duties for shorter periods,
- The Advisor shall be prepared to travel to different ASEAN Member States to support coordination and project monitoring,
- The Advisor shall stand ready to cater cross-topic collaborations within GIZ and beyond in relation to climate policy and actions.
Job Requirements
Qualifications
- Advanced university degree (Master or equivalent) in a relevant discipline, environmental sciences and management, international relations or related areas
Professional experience
- At least 5 years of experience in comparable position serving for projects/departments/divisions with focus on climate policy and actions
- Regional Southeast Asia working experience or prior work in a global organization is preferred
Other knowledge, additional competences
- Excellent command on both spoken and written English
- Good knowledge of an ASEAN Member States language and/or German skills is of advantage
- Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of an international team
- Aware of social and intercultural sensitivities, flexible and possess a sense of diplomacy
- Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products
- Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
- Availability to travel within Southeast Asia region for short-term coordination needs and project implementation on short notice.
